1998 Saturn SL2 Oil in spark plug chamber

My car had a very rough idle and terrible fuel economy and no get up and go so I changed the plugs which made a huge impact but it wasn't totally fixed. I did however notice oil in spark plug chamber #1 when I was changing it. Not much it came about half way up the plug. Now I'm a girl so I've been yanked around by a couple of auto shops from I need an entirely rebuilt engine, to a couple other outrageous quotes. The car doesn't smoke or have water in the oil or anything. I'm pretty sure it's a head gasket valve. Can you offer any other suggestions?
