1996 Saturn SL2 fuse box

I think there is a short in my fuse box.
I have pulled all the fuses and opened it up to the layer with all the clips.

But I do not know how to get to the lower layers.
I don't see any screws. I want to see the actual connections.

My situation is that with all the fuses out I still have a short for where my cooling fan relay is.

I don't see how it could be a short anywhere else, since all the fuses are pulled.

Are not made to be disassembled like that, when fuse box fails they are to be replaced only, not repairable. If you feel there is a short in it than swap it out with a known good one from a salvage yard.
