1995 Saturn SL2 serpentine belt pulley

My serpentine belt suddenly became very loose. I removed the passenger side front wheel and tried to tighten the pulley. The bolt in the middle of the pulley was not loose but yet I could easily move the pulley up and down by hand. How do I tighten the pully so the belt is no longer slack?

Perhaps there is some device behind the pulley that 'ratchet ups' that is now broken?

Hi, check the pully bearings, if then fail it will casue the belt to become loose. Alos the belt tensioner is spring loaded, it my have failed, please inspect and let me know.
