what does it mean when there is oil on the spark plugs?

Is the oil on the outside of the plugs where the wire's go?Or is it on the tip where it is inside the head?

The oil is in the head, it's my son's car so Im not sure if he over filled the oil or not.

If it's inside where the plugs go then it's from the ring's or the valve stem seal's.
