what causes the cooling fan fuse to blow after about 3 minutes of operation causing the car to overheat

Hello, 30amp fuse? Maybe a problem with the motor? You can take the connector loose from the fan, use a couple of jumpers off battery positive and negative. Use an inline fuse, see if it still blows the fuse, if it does, I believe the fan motor is faulty.
