What would make the engine in my Saturn not want to idle down when up shifting through the gears? I have taken the air breather loose from the throttle body and sprayed cleaner in there with not much of an improvement in performance.

There is many things that can cause a high idol. Everybodys first thought is the throttle body. But half the time it is never that. But first off, watch how you shift. Never "run out" the gears is a good idea. Shift out of first at a lower rpm.

Before anything, get dyno codes! That will tell you exactly what is wrong.
