1998 Saturn SC2 Won't pass inspection b/c ALDL cant be read

Took the car to get inspected the other day. The mechanics said their scanner couldn't read from the assembly line data link (ALDL). The dealership wants to charge $56 bucks just to look at it. I have been looking into the topic, but general knowledge about the ALDL seem to be hard to find. Anyone have any experience with ALDL problems? What should I try to do to fix this?

Take it to autozone its free service and have them try to pull the code/s and also you'll get to know where its located.
