1994 Saturn SC2 revs

The car revs when it's moving. Around 2000 rpm, when the car stops moving, it goes back down to normal. If I push in the cluth on the hiway, and put it in nutral, it will rev at 2000 till the cars stops moving, and the mileage is about 30 % down. Only does it when it's moving. Starts fine?

Any check engine light? If so have it scanned for codes. Also look under the hood for any vacuum leaks or hoses that may have popped off. If you have cruise control, be sure it is off and see if it still does it

So. There are no loose vacuum hoses that I could see. At least on top of the engine. Are there any underneath that I should look for. There is no cruise control on the car. This problem only occurs when the car is moving. Never when it's sitting still, like at a stop light. But the minute the car starts to roll and I push the gas pedal, it starts to rev @ 2000 till the car comes to a stop. Is there some thing that controls the idle speed when the car is moving.

May be sometyhiong with the computer that wont let it idle down too far when moving, possibly to keep it from stalling
