2000 Saturn SC1 Front Wheel Drive Automatic

i was wondering if the disc part is suppost to be real loose and how can I tighten it? It was making grinding and scraping noises. Right front tire.

The rotors are held tight by the wheel sitting tight againist once u take the wheel off there suppose to be loose. What's making the grinding noise ur pads worn out?Let me know.
