Saturn SL skipping ... sort of.

2002 Saturn SL1 1.9L makes a slight puffing noise at the tail pipe when idling. It does this continuosly. So far I've:

* installed new plugs and wires
* swapped ignition coils with other cylinders
* swapped fuel injectors in #1 and #2 cylinders
* checked computer codes
* checked compression (150 psi all cylinders)

Check engine light is on. Computer codes were checked at Advance Auto Parts. The printout said "skipping on #1 cylinder".

Skipping is not noticable on the highway. Why is it sputtering at idle? How do I stop it?
