A/C clutch and cooling fan not working

I am working on an 1994 SL2. DOHC engine, auto trans. It has about 180,000 miles on it. The cooling fan will not come on. The AC clutch will not engage either. If I put a jumper wire on the ground side of the relay coil (either cooling fan or A/C control relay) the relay will activate and fan will come one or the AC clutch engage. (Depending on which relay I energize) It seems like there might be something wrong with the PCM but I replaced it with another one and it does the same thing.

Did you ever find out what was wrong? Did you have the replacement PCM flashed?
I seem to have the same issue and the mechanic suspects the PCM but I am not totally convinced.
