1999 Other Saturn Models just wont stop

Well while driving my 99 saturn, after a few min the rpms start to race and wont come back down. Well some times they do but not all the time. It races so much at a stop I shut my car down a lot of the time.I thought it could be the iab, but was unsure.

Check the throttle body plate could be sticking-might want to test the throttle position sensor and idle air control valve/speed controller
