Sign would pop up on the dash and say PWR STR?

Hi, the car has a full tank of steering fluid and while driving sommetimes sooner than others a sign would pop up on the dash and say PWR STR and it is almost impossible to turn when it does this. If I turn off the car and turn it back on the steering wheel will loosen up and until it says PWR STR again it drives okay. What do you think the problem is?

Hello,
This vehicle is equipped with a electric power steering assist motor. It does not have a hydraulic pump. So this does not require any fluid.

From what you are describing it sounds like an issue with that motor. It is likely a faulty motor.
First it is always a good idea to inspect the wiring connection of the component. Make sure it is secured and does not have any corrosion.
