Ran out of gas and then it would not start?

I ran out of gas and then put new gas it won't start, but then I got a new pressure regulator also and it still it starts for a second but then it shuts off a few seconds later.

Most of the time when you run out of gas it takes out the fuel pump inside the gas tank. You can confirm this when the engine does not start, use starting fluid to see if it runs.
