When turning there is a rough sound and stiffness of the steering

This is most likely one of two things. Either the rack has an issue or the pump is not providing the proper pressure.

The way to find this out is to measure the power steering pressure and see if the pump is performing. If not, then your pump is the issue. If it is then the rack is most likely the issue.
