Idle is factory set and controlled by ECM. What seems to be problem? Also what size engine?

It is a 1.8 liter I have had to replace my ecm and my iac and now my car will stall at a light and I am abel to start it right back up all vacum hoses were replaced when I rebuilt the tbi when it idels at a light or stop sign it acts like it is not getting enough fuel and shutters
