I replaced the 4 blade stock fan with a 7 blade high output fan. This is a non clutch, belt driven fan set up. Now, when I try to mount it I run into a problem.

Please note that I am learning along the way.

I need to know if the bolts, holding the fan and spacer to the water pump are supposed to be completely tight or left a little loose so the fan can be turned while the engine is off. If they are tightened all the way, the fan will no longer turn on its own. If they are loosened so that the fan can turn, it seems that it wobbles a bit.

Please can you confirm if the fan should be able to rotate while the engine is off? I don't want it stuck in place when I start it and I obviously don't want it to fly off either.

I don't understand being able to turn the fan w/engine off. You shouldn't be able to turn a clutchless fan without actually turning the engine. Also, all bolts and nuts should be tight. I don't know of any that should be left loose.
