The heater core is on the inside, and if leaking, would need to be replaced.

Shop around with ASE certified garages for replacement costs.

I had the same thing happen with my 99. After heavy rain I noticed about 3 inches of water on the passenger floor. The water was entering through the cabin air intake, through the blower motor. Call a pontiac parts dealer and ask about an updated cowl insert (only cost about 5 bucks)

Process involved removing wipers and cowl. Not too hard. You may aswell change the air filter in there too, mine was soaked.

Unfortunately my blower motor shorted out and had to be replaced but otherwise an easy fix
