This engin is a newly rebuilt motor with new gaskets and hoses as well as new plug wires and boots so all of the sugested trouble shooting tips you mentioned are taken care of. I even tried replacing the coil pack that runs the number 4 cylender. There seem to be no vacume issues or visual spark issues with this motor because everything is new with the exception of the ignition module itself. Could it be the ignition module?

Ok if the basics have been covered then and since it is newly rebuilt the cylinder should have good compression. It really only leaves the ignition control module or the powertrain control module.
