1999 Pontiac Firebird fuel problem

I think my fuel pump has give up!. Do to the extensive work on replacing fuel pump. I wanted more advice. I have good spark so I checked the fuel pressure on the fuel rail. I only have 10 pounds and should be over 40. I have good voltage at the fuel pump relay although I have not changed the relay. I feel with the car mileage, ( We have put 110K on care since we bought it ) the pump is gone. I did pull the fuel filter, turned the ignition on and it does pump for 2 seconds but seams weak. my filter is alright. Will this care not run at all on 10 pounds??? Is there a chance that the regulator is bad?? It looks to me that the regulator is part of the fuel rail and not replaceable unles you replace the whole rail.
