The ignition to the car says lock. I have tried to start it with the key, but then the key will not budge. I made sure the car was in neutral, pushed the clutch, had the parking brake on, and it still won't budge when I try to start the car.

It sounds to me like the lock cylinder tumblers may have come apart. If the key will not turn at all you will need to remove steering wheel and steering lock wheel to gain access to lock cylinder. You will need to get a steering wheel puller and steering lock depressor to change it.
