Did you check for voltage at the relay circuits? With the key in the crank position, there should be two hot terminals. Terminal 30 is hot all the time, terminal 86 goes hot with the key in the crank position. Use a testlite.

Hi, Jack gave you a wiring diagram. Sometimes the 85 and 86 terminals are switched on the wiring diagrams, did you check both for voltage? If no voltage, check the fuse circuit in the diagram.

In the past, I have started Chrysler type vehicles, by jumping the starter relay, like you did. I make sure the tranny is in park or neutral, e-brake set, turn on the key, jump the relay. It won't fix the problem, but, may get the vehicle running. Remove the jumper if the vehicle starts.
