1993 Plymouth Voyager unsure how to drain rad

On the bottom right(when facing the van) corner of the rad there is a plastic valve that was in the horizontal position. I turned the halve to a perpendicular position, believing that it was the rad drain. No water came out even thought the rad is full. Do I have the right valve, am i right in believing that turning the valve will empty the rad or do I have to physically take out the valve, is it possible that the drain is plugged and if so what do ai need to do??? Many Thanks!!

I tried to make a donation, however when I tried to put in $10 US, it stated that I had the incorrect $ amount or currency. Is that because I live in Canada? What am I doing wrong? Signed "Can't get anything right today!!"

Keep unscrewing it remove if necessary. Sometime they get gunked up
