1998 Other Plymouth Models starter problem

I have a 1998 plymouth neon expresso. I went out to start it and it cranked but would not turn over. So I let it sit and went back out to the car and tried it again and had nothing like it was dead. So I went out and bought a new battery thinking that was the problem and it was not. So what do you think is wrong

What are you working on !
Model and engine size
is it cranking after the battery replaced or not
and if so
check for spark and fuel pressure too

It is a 4 cylinder plymouth neon expresso 4 door I pu tthe new battery in I tand it is dead nothing happens so I do not know what to do anymore

So its not cranking?
Check oil level
check battery terminals
check fuses
check starter

It is not starting dead
checked battery terminals they are good
checked oil it is good
have not checked fuses should I check the ones under the hood?
Have not checked starter- what sould I look at on the starter?

Check the fuses under hood
e brake on
key off and out the car

jump the two terminals at the starter
if engine cranks starter is good
check neutral switch
