How can you get the seat belt to unlock? Someone took the seatbelt out so that it could be used in another car as a replacement. In doing so, the seat belt retracted too far causing it to lock. What can be done to unlock it?

There are no serviceable parts. Because it is a safety product, I would recommend replacing it. I'm confident that you could find one cheap in a salvage yard.

When it comes to safety issues, make sure you have done all you can to make sure it will work properly.
