Voltage is to high

I have a 1986 oldsmobile calias, when the car is at idle the volt meter runs at 13 which is normal, but when ever I hit the gas the volts jump to 16 or 17 which I know its to high. I was told it was the volt regulater. But I believe its built in to the altenator. What do you guys think?

The system operating voltage for your vehicle is 13.5-16 volts. If your gauge is reading 17, I would have the altenator tested to see if your gauge is incorrect, or if the altenator is actually putting out 17 volts. If it is, replace it.
