Outside air temperature sensor

I have a 98 Olds Silhouette van. There is a digital readout inside that gives the outside air temperature. The reading is not accurate, however; not even close to the actual outside temperature. One dealer said it would cost about $400 to have it repaired. Is this a reasonable estimate of the cost? I am a mom and a schoolteacher and know nothing about cars. Thank you for your help.

The sensor is located in front of the radiator passenger side halfway down little grey sensor two wires going to it
