1996 Olds Ciera SL drive belt

I have a 1996 Oldsmobile Ciera SL with a V6 engine and 45,700 miles on it. My issue is that the accessory drive belt routing system won't work properly. One of the spindle's "popped off" and now it won't load properly and won't turn the belt which without causes my engine to overheat, loss of power steering, and very little battery power. I have a feeling that it has something to do with the alternator, but I am not the best with cars so I do not know exactly if the alternator has anything to do with it. I uploaded a picture of the part that fell off so hopefully that will help, but my question is what can I do to possibly fix it?

That is the belt tensioner. You have to replace it. It is pretty common on those engines. Most of te time everything else is ok. I would inspect the belt and replace it aswell if it looks bad or damaged.
