1994 Oldsmobile Cutlass engine will not turn over

1994 Oldsmobile Cutlass 6 cyl Front Wheel Drive Automatic

engine will not turn over with starter. So far we have had the starter removed and checked out ok along with solenoid; battery is fully charged; we removed spark plugs and made sure that engine is free; oil is good; all fuses checked in all three fuse blocks, horn fuse missing; turned all lights and turned ignition switch to start lights did not dim; all interior lights and radio works. HELP PLEASE
