1995 Oldsmobile Ciera two problems need help

I have a 1995 cutlass ciera sl that I purchased dirt cheap from a friend of the family. Well now I am having some problems that really dont affect the way the car drives but more so the accessories of the vehicle with one being the AC.

Problem 1:
When I start the AC it never gets cold and actually blows hotter air than there is outside the car. The heater works fine defrost everything but the AC doesnt. After doing alot of research and filling the car with freon ive decided to look elsewhere for help. Here is what I know. The AC is fully filled with freon but when I got it the car had barely any freon. Ive looked at the AC compressor and it doesnt kick on at all. My thoughts were possibly the pressure valve possibly.

Problem 2: has been fixed! See solution below
When I turn on the windshield wipers only 1 side actually wipes(drivers side) the passenger side does not move only by hand. I actually thought it was the motor but after buying one and returning it ive come to the conclusion that the car only has one motor and that its working properly lol. After doing further inspection with the wiper arms off I saw that where the arms connect to the linkage there is a stripped round ball thing. The other side(drivers) has a notch in it and I assume thats why the passenger side isnt working. What is this part called? Is it part of the arm? Because I was told by a kragen employee that the arms come with this part and that I would need to purchase another wiper arm.

I fixed problem #2 it was the linkage, it was broken had a friend weld it and it works fine now.

So before it gets 1249219421 degrees here in california anyone want to help with question #1/
