OBD Port no warning lights?

No idiot lights on dash. NYS inspection scan tool inserted all light on dash go on and engine revs high. But when regular scan tool inserted none of that happens But the code is High Bus comm. Any help?

Can you give me the code? It seems like the NYS scanner is having an issue if a regular scanner works okay. Please let me know.
