Humming noise coming from the passengers side dash

My car is off and I hear a loud high pitched humming coming from the passengers dash.

That is a tough one not being there. Is there anything that starts or stops the noise? For example, if you turn the blower motor on, does it start? Does it change pitch when adjusting blower motor speed or trying to change air flow direction?

Thank you so much for your reply. This is one that you can share with your friends. There was a hand held computer game that the battery went out and was buzzing under the seat!
