No crank no start

When I put the key in the ignition and try start the radio comes on like it always does, the air fan works speakers play music. But no start or crank. When you turn the key you hear a clicking from the EFI relay. Tested it and replaced. Also a note not sure if its normal but when EFI relay is removed the engine cooling fan starts and stays on. All connections have been cleaned and checked for corrosion. Engine isn't seized. Cranks with jumper wire to starter signal connection.

Hi,

Which pins are you jumping to engage the starter? Is it at the starter relay? I attached a pic. Take a look and let me know which are being jumped. Also, have you checked the clutch safety switch to make sure it isn't preventing it from starting? If you jump the two wires on the switch, will it start? See pic 2
