1995 Nissan Truck A/C Problem

I have a 95 nissan pickup 2.41 litre and noticed the air conditioner compressor runs continuously whether the air conditioner switch is in the on or off position. When I pull the fuse the compressor clutch will disengage. When I pulled the a/c relay fuse under the hood the compressor didn’t turn off. Can you tell me what the problem may be. Thanks.
