1985 Nissan Truck Possible timing chain issue

My son just bought this w/Z24 motor. It ran really bad, and did a tune up w/ several leaking vaccum lines. During the timing procedure we couldn't get the mark to come up to the timing plate. It's about a 1/4 of a rotation off. Checked the roter in relation to where No. 1, and it's on the money.

The book we have makes note of the cam gear and pin location. I have a feeling the cam gear may have been installed wrong. I checked the dist. & It can only be positioned in one location. When I checked to see if the dist had been set wrong, I put my finger over the hole till it blew, and the same thing happened. The rotor was in position, and crank mark was a 1?4 rotation off.

Have you checked to see if the harmonic balance slipped. See the balancer has a rubber cushin between the center hub and the outer balancing ring. When the rubber goes bad it allows the outer ring to slip.

How do I tell if the alignment is off? I don't know how to tell if it's slipped.
