1995 Nissan Sentra High Idle

My 95 Nissan Sentra has an idle issue. It idles fine while stopped. It drives fine. When I am coming to a stop and I push the clutch in, the car will idle high. It will continue to idle high, almost 2000 rpm until I come to a complete stop. Then it will idle down to normal. Sometimes when I push the clutch in it will rev up and down until I come to a complete stop and then it is fine. And if I am driving slow, second gear about 20 mph. And I take my foot off the gas you can feel that the car is still getting throttle. Not enough to accelerate but enough to keep going slowly. What do you think?

Has the check engine light ever come on? It sounds like a throttle position sensor, but I need to know about the light.

No there is no check engine light on. And it is reving up and down more frequently but always settles right where it should be when I come to a complete stop.
