2004 Nissan Maxima fog lights

The factory fog lights burn out after 3-6 months. The dealer replaced them the first few times for free, but wont any more. My assessment of the situation is either current or voltage is too high. If that's the case, I could put a resistoe in line to reduce current flow or parallel to reduce voltage. What do you think?

I think measure the voltage at the plugs, if in normal range, try using dielectric grease in the connections, this will waterproof them. If voltage is higher than headlamp voltage, then you can try a resistor in the line. Maybe a variable(potentiometer).
