ECM - Idle Arm (Desperate)

I have a 1998 Eclipse GS 2.0L DOHC 16-V 4 cyl w/Fuel Inj, 5 spd manual with 58K original miles

I have a problem with my car engine constantly revving when the car is idling (more so when the fan is on). It revs between 500-1500 RPM.
I brought it to a mechanic who tried to replace the Idel Arm but couldn't. He said I need a new computer - ECM?

What does this ECM do & why would it only control the idle arm?

If I brought it to a Mitsubishi dealership would they be able to tell me what's wrong by doing a diagnostic?

The 68 thousand dollar question is, is the check engine light on? If it is you can go to Autozone or most parts stores and they will read the codes for free, get this done and post the code(s) here. With this info we can help.
