If I have bad engine rings do I need to rebuild the whole engine?

First get a compression test dry/wet done to determine if iit's valves or rings.

After doing dry compression test then squirt a little oil into each cylinder, if compression raises it means rings, if not it means valves.

Also determine compression differences in each cylinder, if compression is over 100 psi you are probably OK unless there is more than a 20% difference in any cylinder.
