2001 Mitsubishi Mirage car wont turn over

my car wont turn over successfully. It has full power from the battery and when I turn the key it goes straight to it with no fluctuation the same as when it usually starts, however it just will not turn over. This past weekend I changed the air filter and spark plugs and it ran fine. It does seem though that everytime it rains it has some issues starting (along with the headlights not responding to the switch, but thats a whole different problem). Any help anyone could provide would be great. A friend of a friend recommended tapping on the starter. I dont know if that actually does anything or not but I am going to give it a shot now that I found out where it should be located.

First check all fuses if they are ok then, if the motor is cranking and trying to start then its not the starter its either your plugs plug wires or cool pack, also check for vacuum leaks, however if its not cranking then its a starter problem, yes sometimes tapping on the starter solenoid works but usually only fixes it for a short period of time also check wires going to starter for open or short circuits
