2003 Mitsubishi Lancer Squeals when started

My Lancer squeals when it is started after sitting for a while. It only seems to do it when it is cold outside. My mechanic sprayed a silicone spray on the belts and it only helped a few times. Also, when I put the car in gear, it squeaks (only when it is not warmed up) Please help, thanks!
