1997 Mitsubishi Galant check engine light is on

When im at 60 mph my rpm is in between 4 and 5 why is that

Becuase your transmission is not shifting into overdrive. If it is electronic O/D then it should automatically go into O/D when vehicle is started. If it does not automatically go to O/D then there is a problem with the tranny and this indicates that vehicle is in "safe mode" to prevent further damage of the tranny. If it is manual O/D then you need to select the O/D selection on the gear indicator when you are going to be driving above 55 MPH. If the engine light is on then this may indicate an issue with the transmission. It is probably a faulty sensor on the tranny causing the issue. Retrieve engine codes from local part store (most will do for free) and post codes you get. I will follow up.
