1991 Mitsubishi Galant Trouble shooting codes

My check engine light has come on and I was wondering if you can use a jumper wire to retrieve the codes at the diagnostic port under the dash like you could on older cars where the light on the dash blinks a number of times to give you the codes? I have no money to take it to the repair shop nor do I have a diagnostic tool or ohmmeter. Thank you for you help.

Must use an analog volt meter hook POS lead to TERM 1 NEG to TERM 12
