2003 Mitsubishi Eclipse RPM Surge / Shifty

I have a 2003 Mitsubishi Eclipse GT with 53K. I had a tune up last year where they replaced the spark plugs and wires. Transmission flush at 35K. In the last month, it has started having a few issues. The RPMs will randomly surge when I'm pressing on the gas at a consistent speed. Also, the car will feel like it's shifting, when it shouldn't be, maybe a mis-fire? The check engine light is NOT coming on. Also, this tends to happen more so when the car is cold and at low speeds, but also happens after it's warmed up. I bought a fuel injector cleaner, but that hasn't helped. Any thoughts?

1. Check the ISC, tends to be quite unreliable.
2. Check coolant level in radiator, low level or clogged bypass hose to throttle body would cause this problem too.
