cooling fan not working

my car will over heat when im in traffic or at low speeds. i figured out it was the fan that wasnt kicking on. the fuse was fine so i went to the relay. i put a paper clip at both the big slots of the relay connector and both fans went on. i bought a new relay and still nothing. what could be causing this? thanks

Check and test the engine coolant temperature sensor or the temperature gauge switch

i forgot to state above that when the ac is on the fans dont go on as well. i will check the sensors. thanks
