At first, my horn did not work, it made no sound. I checked the fuses, and after doing so, I found a burnt out fuse, I replaced it, and after doing that, my horn makes a very weak sound. Could it be the relay? I was told that if it was a relay problem, then the horn wouldnt sound at all. What are your suggestions?

Normally when the horn makes an irregular sound it is the horn itself that is faulty.

I would suggest replacing the horn. They cost anywhere from $10-$20 at your auto parts store.
