1996 Mercury Villager computer not communicating with test

I took this in for a yearly state inspection however the techs were not able to get a reading (no communication) from the computer so the emissions tests could not be performed. Are there some basic steps I could take to debug this problem myself? Thanks

Hi there,

The first thing to check is make sure that the check engine light globe is OK, as on some systems if the globe is out, the diagnostic read can't be done, check this first.
