how do you bleed the a/c the pressure is twice what it should be

You don't bleed A/C. The air should all be removed before the system is charged. At this point you need to completely recover all the refrigerant, vacuum the system for 30 minutes and then recharge with the exact weighed charge that it's supposed to have and then see if the problem is gone.
You do realize that static pressures will greatly vary with outside temperature.
