Daughter car will not go over 70 mph and sometimes at idle starts missing. Enging can be shut off restarted and problem is solved for awhile then the problem starts again. How do I determine wheather it is a fuel filter problem or fuel pump problem. I think the fuel filter was changed once but daughter is not sure. Also problem is also noted with a low level of gas in the tank. Is there more than one fuel filter on this model

A fuel filter is a maintenance issue, if your not sure, change it. Just make sure there is no pressure on the system before you take anything loose.

If you think it is a fuel issue, you need to check the fuel pressure. You might check for troublecodes, some of the national brand auto stores will check codes for free. They might also loan a fuel pressure gage.
