1998 Mercury Sable Vents

One morning after I start the car, I put on the ac, and I realized that no air was blowing out of the front vents, but ac from the floor and defrost vents. The ac control played no role when I switch from defrost to floor only or to front vents only. I checked the actuator and it seemed to be fine. What could be a possible solution and how to repair it?

Manual A/C-heater controls are included in the integrated control panel, located near center of the instrument panel. A/C-heater controls include a function selector knob, temperature control knob and blower speed control knob. Function selector knob actuates a vacuum selector valve that controls vacuum to door actuators. Door actuators control position of outside/recirculation, floor/panel and panel/defrost doors. Door positions determine airflow modes (panel, floor, defrost, etc.).

Check for vacuum leaks
as it will default to defrost and floor in case of lose of vacuum

One small problem. I can't seem to find where the vacuum hose is connected from the engine. Any diagram that could assist me in locating the vacuum hose fitting?
